The General Directorate of International Cooperation coordinates the Technical and Scientific-Technological Cooperation of Argentina with the different countries of the world, and it formulates stategies of cooperation and participates of the respective negotiations.

In order to realize and implement the international cooperation policy described above, Argentina created the Argentine Fund for South-South and Triangular Cooperation (FO.AR). Throughout its 20 years of existence, the Fund has enabled the development and implementation of international technical cooperation projects –bilateral and triangular-, through which our country’s government experts and those of our partners work together to exchange, adapt and implement public policies that favour inclusive development, democratic governance, scientific and technical progress, and respect for human rights.

After a decade of South-South Cooperation actions through this Fund, Argentina has decided to expand and enhance its international cooperation policy.

As from 2003, our country decided to implement longer-term cooperation projects that would ensure greater continuity for bilateral cooperation relations and achieve sustainable outcomes in each of the projects. Furthermore, the idea has been for projects to encompass topics of high impact on development – framed within two-year bilateral cooperation programmes – in order to guarantee the follow-up and evaluation of actions undertaken, allowing participating States to improve the results of our cooperation both quantitatively and qualitatively.

Within this framework, each bilateral Programme has made a point of respecting the specificities, needs and interests of each of the countries involved in the projects. Our Cooperation Programmes thus result from the Furthermore, and consistent with our strategic foreign policy to prioritize the Latin American region, as from 2003 the country has successfully sought to strengthen technical cooperation with the region, contributing to integration and to the reduction of regional asymmetries through specific actions.
